Online Payment Self-Service (with Enhanced Access Fee)The City of Rochester provides you the ability to pay for various services online using Visa, MasterCard, Discover and electronic checks.
The Enhanced Access fee (the credit card processing charge) will be waived from March 25th, 2020 through April 30th, 2020 to help you as you process your bills online.
An Enhanced Access fee will be added to your payments as per Enhanced Access Fee schedule.
The following services may be paid for online:
- Accident report
- Breathalyzer fees
- Finger printing fees
- Freedom of Information Act requests (non-police related)
- Freedom of Information Act requests (police related)
- Impound fees
- Parking tickets
- Permits - Building invoices
- Special event fees
- Water and sewer bills (utilities)
- Film Permits
- Miscellaneous Services (i.e. Permits, Licenses, and other fees)
Automatic Payment Option for Utility Bills
How to Enroll
This program allows you to automatically pay your quarterly bill through your checking or savings account. This service is free to you and is the easiest, most dependable, and most convenient way to pay your water & sewer bill. To sign up for this program, print and fill out the Automatic and/or Paperless Billing Form. Complete the form by hand, being sure to date and sign it, then mail or deliver it to City Hall. Be sure to include a voided check. The ACH payment will apply to your next quarterly utility bill.
Other Payment Options for Bills, Fees, and Tickets
Residents & businesses can pay their City of Rochester water & sewer bill, tax bills, and other bills or fees by mail with cash, check, or money order. Payments by mail should be sent to:

In-Person Payments Residents & businesses can pay their City of Rochester water & sewer bill, tax bills, and other bills or fees in person by cash, check, money order, credit or debit card at City Hall, 400 Sixth Street, Rochester, MI 48307. Debit and credit cards processed in-person still incur the Enhanced Access Fee.
Most bills and fees may also be paid over the phone by credit or debit card by calling 248-651-9061. Please note, a convenience fee will be added for any credit and debit card payments. Debit and credit cards processed over the phone still incur the Enhanced Access Fee.
