Blaine Wing has been the Rochester city manager since November 2, 2015. He served as Human Resources Director of Des Plaines, Illinois from February 2014 until being hired by the Rochester, Michigan City Council.
Blaine's additional senior management experience includes being assistant village manager of Oak Brook, Illinois; assistant administrator of Cary, Illinois; assistant to the village manager of Flossmoor, Illinois; and administrative assistant/intern of Battle Creek, Michigan.
Blaine holds a Master of Public Administration degree with focuses in local government and human resources from Western Michigan University, a Bachelor of Science degree also from Western Michigan University, and certificate in E-Media from Northwestern University. He also holds senior level human resource certifications from the Society for Human Resource Management - (SHRM-SCP) and Human Resources Certification Institute (SPHR).
He is a member of the International City Management Association (ICMA), Michigan Local Government Management Association (MLGMA), Michigan Public Employer Labor Relations Association (MPELRA), National Public Employer Labor Relations Association (NPELRA), and Society for Human Resource Professionals (SHRM).
